Summary

Although the Association of Guidance & Counseling had set and the university training program for school guidance built in the early year 1958 that pioneer in Asia area, the psychological service in school and the formal staffing of school psychologist were just developed during this coming 15 years. Three stages reflected the progress of school psychological service, which were emerged filling since 1997, tempted hiring, and employment forming after 2014. Historical review of the development of the early guidance setting in school, tempted hiring of psychological professionals, the “Psychologist Law” passed, Student Counseling Centers under the local government built, and of the critical event effects of passed the “Student Guidance Law”, were proposed and discussed. Current issues of the school psychologists’ development in Taiwan, such as the professional training (education), competencies check (examination), practice service (application), and on-job professional development (continue) were addressing. The contextual factors of team collaboration, the ambiguous professional display of school psychologist, limited training on assessment and consultation practice, insufficient payment, and hard to be known as a specific professional etc. were also reflected. Several researches pointed on the school psychologists’ professional identity and practice difficulties were reviewed and outlined the difficulties for further discussion.
