Special Needs Education at High School in Japan: Focusing on the case of part-time high school

Summary

 

Since special needs education (SNE) was officially started in April 2007 in Japan, diverse support such as special guidance for students who need special support in their education is developed at primary and junior high school. However, in this respect, high school is relatively undeveloped. In addition, 7.0% of part-time high school students need special support (Ministry of Education, Culture, Sports, Science and Technology [MEXT], 2011). Part-time high schools are exploring and advanced in how to support them, compared with full-time high school.

The purpose of this study was to examine the effect of SNE conducting Semi-Structured Interviews for 3 teachers of part-time high school. The 30 to 60-minutes interview was performed for each teacher. The contexts of the questions were as below.

“What kind of guidance is effective in practicing special needs education?” “What is the most important thing in practicing special needs education” and so on.

The results indicated that it is important to construct the “student support team” including student volunteer helper, professional helper and so on. The implications of these results for providing help for SNE in full-time high school were discussed.
